Sutter County adopts $12.8 million roadwork plan, sets Aug. 12 workshop to reallocate projects

Sutter County supervisors on July 8 adopted the FY 2025–26 roadwork plan and authorized the county’s proposed SB 1 expenditures, while agreeing to hold a public workshop on Aug. 12 to revisit and, if necessary, reallocate specific projects.
County staff presented a $12,804,834 plan of bridge replacements, road rehabilitation and maintenance. Staff said the county expects roughly $5,504,035 from the Road Maintenance and Rehabilitation Account (SB 1) for the coming year and described other funding sources including the Highway Bridge Program (HBP) for bridges and the county road fund (gas tax) for maintenance.
Neil described two larger bridge projects that heavily influence the plan: the Mark Hopkins bridge replacement, budgeted at about $1.7 million, and a Sanders Road bridge project. He also noted typical paving costs — about $300,000 per mile for a 24‑foot‑wide two‑lane overlay and about $100,000 per mile for a cape seal surface treatment — and that some culverts in the Robins Basin area will require replacement after corrugated metal pipes reached the end of their service life.
Supervisors raised district‑specific concerns. One supervisor said several local roads were omitted from the list (Nevada Street, Schroeder and Clark Road) and asked staff to add them. Another asked whether the $287,000 set aside for an Acacia Avenue sidewalk could instead be redirected to more urgent pavement needs; staff and counsel advised the board it could submit the SB 1 resolution to the state to secure funding now and return later to amend the project list.
The board voted unanimously to adopt the SB 1 resolution and to direct staff to schedule a workshop on Aug. 12 so supervisors can finalize the road list and consider reallocations (including potential removal or redirection of the Acacia Avenue sidewalk item). Staff said individual bid packages will still come before the board for award and contract approval.
What happens next: Staff will send the SB 1 resolution to the state to meet the reporting deadline and return to the board at a future meeting (and the Aug. 12 workshop) with a revised project list and specific bid packages.
