Staff member Neil told the board that about 38 service connections collectively owe roughly $67,000 for unpaid sewer-related balances and that the proposed ordinance would allow the district to notify delinquent customers with a 7-day warning and, if accounts remain unresolved, issue a 48-hour shut-off notice and proceed to disconnect service. Staff said the county will offer payment plans and outreach before any disconnections and would coordinate actions with the communitywater provider identified in the staff report.
Supervisor discussion focused on minimizing public-health risk if water is not turned off and on coordination with the local water provider; Supervisor Ziegenmeier and Supervisor Stevens said the districtprefers to work with residents to establish 12- or 18-month payment plans rather than pursue immediate disconnections. The staff report included proposed administrative fees (a $165 fee to shut off service and an $85 fee to turn service back on).
A motion to accept the staffrecommendation was made and seconded and passed on a roll-call vote with all directors voting in the affirmative. The clerk then read the ordinance title for the record: "An ordinance of Sutter County Water Works District Number 1, amending the administrative fees for the community of Robins, California." The ordinance will be implemented according to the timeline and procedures specified in the staff report.
Because the action affects account holders directly, staff said they will send the notice letters describing the new administrative fees, payment-plan options and the timeline before any service interruptions.
