Board approves employment agreement to bring back Deborah McKelley as assistant county counsel

The Sutter County Board of Supervisors voted unanimously to approve an employment agreement to reappoint Deborah McKelley as assistant county counsel.
Veronica Baumgartner, the county’s human resources director, told the board McKelley previously worked in the county counsel’s office beginning in 2017, was promoted to assistant county counsel in 2019 and served as acting county counsel until May 2024. Baumgartner said McKelley agreed to return under terms in the posted agreement and that the department planned to offset the higher salary by freezing an existing deputy county counsel vacancy.
"Miss McKelley has a lot of years in public service and has essentially done these jobs," Baumgartner said, describing McKelley’s experience with county operations and interdepartmental relationships.
Supervisor Baines made the motion to approve the agreement; Supervisor Boone seconded. A roll call vote recorded five ayes and the motion passed.
Baumgartner told the board the county had run an ongoing recruitment for a deputy county counsel position since October with only three applicants and that rehiring McKelley would avoid a longer, potentially costlier recruitment and onboarding process. The board received no public opposition during the meeting.
