The Sutter County Board of Supervisors on Jan. 28 introduced an ordinance to authorize the county to implement a Community Choice Aggregation (CCA) program under Public Utilities Code section 366.2 and Assembly Bill 117 (2002). Staff described Pioneer (a regional CCA) as offering local control of electricity supply with the objective of competitive rates and local program customization.
Staff noted Pioneer previously presented to the board and that a $30,000 study (half funded by Pioneer, the remainder split among Yuba City, Live Oak and Sutter County) informed staff recommendations. Pioneer’s governing board unanimously approved amendment of the JPA in December 2024 to allow additional counties and cities to join; staff said Pioneer would submit its implementation plan to the CPUC in March and return to present impact assessment results at the next board meeting.
The board voted unanimously to waive full reading, read the title only and continue the item to the Feb. 25, 2025 meeting for adoption, giving staff time to present Pioneer’s impact study and implementation details.
