Sonoma County adopts Recovery Operations Plan to strengthen disaster recovery coordination

The Sonoma County Board of Supervisors on Friday unanimously approved a new Recovery Operations Plan (ROP) and companion disaster recovery analysis designed to strengthen the county’s long-term recovery from disasters.
Jeff Duvall, director of the Department of Emergency Management, and James Cooper, supervising emergency services coordinator, told the board the ROP codifies lessons from the 2017, 2019 and 2020 recovery efforts. A contracted gap analysis identified 14 gaps in planning, outreach and recovery systems; three recommendations have been completed, eight are in progress, and three will require future work plans or budget requests.
The ROP introduces Recovery Support Functions (RSFs) — six cross-cutting categories led by county departments to streamline outside assistance — and a three-tier activation model intended to begin recovery planning immediately when the Emergency Operations Center opens. At the highest tier, a full Recovery Operations Center would mirror EOC staffing to manage complex, long-term recovery operations.
Supervisor Gore praised the plan as institutionalizing recovery capabilities that previously relied on ad hoc arrangements. “It gives me confidence we are moving from chasing the next crisis to building a durable system,” Gore said.
The board voted to receive and approve the recovery operations plan and disaster recovery analysis and adopted a resolution to that effect. Staff will proceed with drafting functional annexes and work plans and pursue community partner engagement for implementation.
