Board approves small water‑district charges, interim public‑health extension and closed‑session settlement

At its Sept. 23 meeting the Sonoma County Board of Supervisors took several short, formal actions across water financing, personnel and closed‑session items.
Water system financing
Staff presented annual public hearings and recommended that the board order collection of annual repayment charges on the Sonoma County tax roll for several small water districts:
• Freestone Zone of Benefit: staff recommended collection of $523.80 per single‑family dwelling (total $14,143) for fiscal year 2025–26; staff said there is no change from prior years. The board opened and closed the public hearing with no speakers and adopted the resolution by unanimous roll call.
• Jenner Water System: staff recommended $57 per equivalent family dwelling (total $7,662) for fiscal year 2025–26; the board opened no public comment and approved the resolution by unanimous roll call.
• Salmon Creek (USDA loan): staff recommended collection of $440.64 per equivalent single‑family dwelling (total $44,064) for fiscal year 2025–26 and a $30 fee for each unconnected parcel for water availability; staff said the amounts are unchanged. The board approved the resolution unanimously.
Interim public health officer
DHS Director Nolan Sullivan asked the board to approve a one‑month extension of the contract for Dr. Karen Smith to continue serving as interim Public Health Officer while recruitment concludes; the action included a budget adjustment and a contract amendment. The board approved the extension by roll call, unanimously.
Closed session
In closed session the board approved a workers’ compensation claim settlement for Garrett Walker by compromise and release in the amount of $150,000 less permanent disability advances of $10,523 and directed the human resources director to execute necessary documents. On the public employee appointment for county executive officer the board gave direction to the agency negotiator Janelle Crane and reported no reportable action.
