Board authorizes semi‑annual energy program bonding and raises project approval threshold to $750,000

The Sonoma County Board of Supervisors on Sept. 23 authorized the treasurer and county finance officials to continue issuing bonds and entering related financing agreements to support the county’s energy program for the six‑month period beginning Oct. 1, 2025, through March 31, 2026. Staff also asked the board to change program guidelines to raise the threshold at which the board must approve project applications from $500,000 to $750,000.
Kathy Parnell, assistant auditor‑controller‑treasurer‑tax collector, and Rhianna/Rianna Frank, energy and sustainability manager, explained the recommendation follows a planned wind‑down of the residential program and a focused shift toward larger commercial projects; staff said they expect more funding requests over $500,000 and that the original threshold (set in 2009) has not kept pace with inflation and construction costs.
Supervisor Gore moved approval, and the board voted unanimously by roll call to authorize continued bond issuance through the Sonoma County Public Finance Authority, approve related financing agreements, and adopt the $750,000 threshold for board review of project applications.
What’s next: staff will implement the bonding authorization for the period noted and apply the new $750,000 threshold to incoming project applications; staff said routine project review processes remain unchanged.
