The staff report said the request for bids was issued Dec. 29, 2025, with bids due Feb. 5, 2026. The four facilities identified in the FY26 budget are the Westminster Police Department, the Cranberry Water Treatment Plant, the utility maintenance facility and the Westminster Water Treatment facility. Miss Henley told the council that Donald B. Smith Inc. "submitted the most economically beneficial bid" and that the bid amount is fully appropriated within the current capital allocation.
Councilmembers asked technical and oversight questions before the vote. Council members were told three of the roofs are membrane roofs and one is a metal roof; a construction inspector from Public Works will monitor the work while it is underway. On contingency, a councilmember noted the staff memo referenced about $2,300 in contingency. Miss Henley confirmed the bid's not-to-exceed amount includes contingency "and if it's not needed, we'll spend less than that."
After discussion, the presiding officer called a voice vote. Councilmembers answered "Aye," and the presiding officer declared "the ayes have it," awarding the contract to Donald B. Smith Inc. The council did not record a roll-call tally in the transcript.
The staff report said work is scheduled to begin in 2026 with completion targeted by the end of fiscal year 2026, but that the timeline may slip depending on material availability. The FY26 capital budget includes an allocation of $337,000 for city roof replacements, per the staff presentation.
