Committee members asked practical questions about fuel type, vehicle identification numbers and whether other states had legalized street use of Humvees. Senator Chavez noted registration hurdles when vehicles lack standard VIN histories, suggesting language in the bill to address titling for military‑origin vehicles. Senator Smith asked about vehicle fuel economy and operational concerns.
Johnson said he would be open to clarifying language to make veteran-owned Humvees easier to register and to ensure compliance with federal guidance.
The committee did not vote on SB280 at the hearing; senators thanked the sponsor and moved on to other agenda items.
