Johnson said that when he previously sponsored legislation designating April 27 as Ulysses S. Grant Day, he worked closely with the Land of US Grant organization, which helped with resources and historical documentation. "By creating this specialty license plate, we are not only supporting the lasting legacy of Ulysses S. Grant, but also contributing to the ongoing preservation efforts of these important and historical sites," Johnson said, explaining that funds accumulated through the plate would go back to the organization to maintain Grant properties and support education.
Johnson listed three Grant-related properties in his district—the Grant birthplace, his boyhood home and his schoolhouse in Georgetown—and argued the plate would both honor a notable Ohioan and provide a revenue stream for preservation without using general state funds. No committee vote on the bill was recorded during this hearing; Johnson concluded by offering to take questions from members and by thanking the committee for the opportunity to present sponsor testimony.
