Board approves $6.48 million internal loan for utility projects and several budget and program actions

YUBA COUNTY, Calif. ' At its June 24 meeting the Yuba County Board of Supervisors approved a series of financial and program items, including an internal loan to support county energy projects, sheriff's budget adjustments, authorization of a seniors program agreement, and a business license for an unmanned kiosk.

Administrative Services staff requested an internal loan from fund 827 to the utility Internal Service Fund for $6,482,000 to finance phase 2 projects including solar shade structures for the sheriff's facility and the county library. Parminder Banes said the loan supports earlier 'phase 1' battery-backup work, noted an expected reimbursement schedule tied to completed work (including a first reimbursement of $650,000 and subsequent payments) and presented a 25-year payment plan using an illustrative 2.25% rate. Board members asked for clearer savings figures; staff said some projects are on track to produce savings and that a county facility loan may be paid off in a short period depending on production and allocations.

The board approved the loan on a roll-call vote (Supervisor Vasquez: yes; Supervisor House: yes; Supervisor Bradford: yes; Supervisor Messick: yes; Supervisor Fuer/Feuer absent).

The board also approved two budget adjustments requested by the Sheriff's Office. Undersheriff Nick Morzinski said a small capital-asset adjustment of $1,873 was needed to cover sales and use tax on previously purchased Guardian RFID software; a larger maintenance adjustment left a net deficit of $67,400 for vehicle maintenance after partial offsets. He said $27,950 of asset-forfeiture monies and other offsets will be applied; the adjustments were approved on a roll-call vote with the same vote pattern as above.

Separately, the Board adopted a resolution authorizing Health and Human Services to enter an agreement with Tri County's Community Center to host the 'Seniors on the Go Yuba County' program for July 1, 2025 through June 30, 2026. Jessica Garcia said the program will offer two days per week of enrichment activities and a monthly free luncheon; the board discussed transit options to broaden access and approved the resolution unanimously.

The Treasurer and Tax Collector presented an application from EcoATM (Echo ATM LLC) for a secondhand-dealer license to place an unmanned kiosk at Foodmax in Linda; Jolie Turk said the Sheriff's Office reviewed the application and expressed no objection. The board approved the license by voice vote.

Each item passed at the meeting; staff noted follow-up work (architectural procurement for shelter renovations, loan repayment schedules and reporting, and program implementation details) will continue.
