Yuba County OKs site-control deal allowing Twin Cities Rescue Mission to operate 14 Forward shelter

YUBA COUNTY, Calif. ' The Yuba County Board of Supervisors unanimously approved a site-control memorandum of understanding on June 24 that will allow Twin Cities Rescue Mission to assume operations at 14 Forward, the county's temporary shelter, beginning July 1, 2025.
Melissa Shaw, deputy director of public health for Yuba County Health and Human Services, told the board the county's contract with the Salvation Army ends June 30 and multiple funding streams that supported the shelter have diminished or ended. Shaw said the county has secured one-time funding to plan renovations and has initiated a procurement for architectural services to guide improvements.
Shaw described the county's objectives as improving conditions at 14 Forward and increasing shelter capacity. The agency's long-term plan, she said, could include a multipurpose building with kitchen, laundry and food-storage areas, office space, a new dorm structure to serve women, and upgrades to the site's 25 individual units, plus electrical work to provide heating and air conditioning.
Aaron Walrith, executive director of Twin Cities Rescue Mission, attended the meeting with Health and Human Services staff. Shaw said the Rescue Mission currently operates a neighboring men's shelter and has expressed an interest in expanding services to include women in the future.
Board members asked whether the Rescue Mission's rules and regulations would be applied at 14 Forward and sought detail on the scope of renovations. Shaw said final scopes depend on the architectural recommendations but outlined the 'wish list' items above and confirmed paving and major system upgrades are part of the planning.
Supervisor comments were brief; a motion to approve the site-control agreement carried by voice vote. The agreement term presented to the board runs from July 1, 2025, through June 30, 2028.
The board's adoption of the site-control memorandum ensures a named operator can occupy and manage the shelter while the county proceeds with renovation planning and funding efforts. Project timing for construction and whether services will immediately expand to include women were not finalized at the meeting; county staff said further details will follow as architectural work and procurement progress.
