Sam Button, public works, told the board the plan will identify and assess climate‑change risks to county infrastructure and help position the county for future grant competitiveness. Several supervisors asked whether accepting the initial funding would create future regulatory obligations, additional layers of approval, or long‑term staffing requirements. Button said the grant funds planning and that there are “no strings attached after the plan’s done” beyond standard grant invoicing and administrative requirements, and he framed the plan as enabling future project funding rather than imposing new regulations.
Board members also discussed examples of successful outcomes from similar plans in other jurisdictions and emphasized they would want staff time and implementation details to be manageable. The board approved the resolution by voice vote.
Next steps: staff said planning work will involve county staff and consultants over the next couple of years and that accepting the grant improves prospects for future capital funding.
