Board introduces ordinances to set 50 mph speed limits near East Nicholas High School

The Sutter County Board of Supervisors introduced two ordinances to establish 50 mph prima facie speed limits on Nicholas Avenue and Pacific Avenue in the vicinity of East Nicholas High School.
Public Works staff explained traffic studies conducted in April and May show the 85th-percentile (commonly described as the 80th/85th percentile in local practice) speeds ranged between 52 and 55 mph on the corridors in question. As staff described, “the speed limit is unposted, which would mean it's 55 miles an hour except for...25 mile an hour school zones,” and the county is seeking a 5-mph reduction in posted limits in the school vicinity.
Supervisor Baines moved and Supervisor Stevens seconded the motion to introduce the ordinances; the board voted unanimously to set the items for adoption on Aug. 26, 2025.
Staff said the posted limits are intended to inform drivers and help curtail speeding near the school and intersections in the corridor. The ordinances add to the county code relating to prima facie speed limits and will return for formal adoption at the next board meeting.
