Sutter County supervisors approve Calusa Shooting Club agreement, rezoning and several appointments

The Sutter County Board of Supervisors on May 13 adopted several routine and land-use actions, including an ordinance approving a development agreement with the Calusa Shooting Club and a separate general-plan amendment and rezone for a five-acre parcel adjacent to Highway 20.

Neil (Development Services) told the board the Calusa Shooting Club matter was a formatting correction to an agreement originally approved in 2009 and that county counsel and the recorder had reviewed the revised document. After a brief public hearing with project counsel in the audience, the board adopted the ordinance to execute the development agreement.

Ravenna Saroya, associate planner, described Project U24-36 as a request to redesignate roughly five acres of a 37.67-acre parcel from agricultural (AG-80) to industrial-commercial and to rezone that portion to commercial-industrial. The application included a waiver request to reduce an agricultural buffer on one side of the site; staff reported the planning commission recommended approval 5–0. A resident spoke in opposition citing loss of farmland; the board voted to approve the project and related CEQA findings.

The board also approved the consent calendar (items 1–25) by roll call and confirmed two personnel appointments: Deborah McKelley to the Sutter County Law Library Board of Trustees and Ayla Elkins as Sutter County Director of Library Services effective May 17, 2025. All recorded roll-call votes described in the record were unanimous 'Aye.'

Officials said follow-up steps include executing the Calusa development agreement and processing the zoning ordinance for Project U24-36. No appeals or secondary motions were reported at the meeting's close.
