Siskiyou supervisors appoint Robert Puckett to Homburg Community Services District to preserve quorum

The Siskiyou County Board of Supervisors voted unanimously on Tuesday to appoint Robert Puckett to the Homburg Community Services District board to restore a quorum ahead of two scheduled district meetings.

County counsel explained the district would drop below a quorum on Dec. 5 and that, under state law cited in the record, the board of supervisors may appoint a member to bring a special district back to a functioning quorum. Dana Barton, who identified herself as counsel for the district, told the board the district needs an additional director for scheduled meetings on Dec. 9 and Dec. 16 that include a Proposition 218 rate-increase notice.

The board moved to add the appointment as an urgency item, then moved and seconded the appointment. The board confirmed the appointment by voice vote; the appointment was recorded as effective Dec. 5. Robert Preckett (transcribed as Preckett/Puckett) introduced himself and said the terms in question are four-year terms.

The appointment allows the district to proceed with its noticed informational and rate-setting meetings and avoids the need to cancel and re-notice those hearings. The board did not discuss additional changes to district terms or elections at this meeting.
