Siskiyou County planning panel approves Elwood Ranch sale barn, expands event limit to 24

The Siskiyou County Planning Commission voted unanimously to approve a use permit for the Elwood Ranch Sale Barn (UP 2502), determining the project is exempt from the California Environmental Quality Act under the staff-cited "common-sense" exemption and adopting findings to allow the facility to operate on agricultural-zoned land.
Senior Planner James Phelps told commissioners the project, proposed by Lassen Canyon Nursery Incorporated, would construct an approximately 8,000-square-foot sale barn on a 40-acre parcel northeast of Lake Castina. Phelps said the proponent originally requested 12 events a year and staff estimated those event trips would generate "less than 1% of the average vehicle miles traveled in the county." He said Environmental Health, Public Works, CAL FIRE and the California Department of Fish and Wildlife reviewed the proposal and had no objections as proposed.
Members of the public and nearby ranchers spoke in support. "We definitely would be supportive of this sale barn," said Susan Crawford, a local rancher who noted the facility would reduce long drives to Red Bluff and help local agriculture.
Commissioners debated permit conditions, including the number of allowable events and maximum occupancy. Planning staff cautioned that permit language should be numeric and enforceable, rather than phrased as "approximately." The commission amended the staff recommendation on the record to allow "up to 24 events per year," with findings stating the site's location and the staff VMT analysis do not indicate 24 events would present a countywide traffic issue.
County Counsel warned increasing the noticed scope of the project could invite legal challenge unless the change is renoticed, noting that altering material elements from what the public was notified about presents a litigation risk. The commission proceeded with the modified findings and, following a motion and second, adopted Resolution PC 2025-023 determining the project exempt from CEQA and approving the Elwood Ranch Sale Barn use permit by a voice vote recorded as unanimous.
Commissioners discussed attendance capacity at length. Staff and the applicant noted theoretical building occupancy (based on 15 square feet per seated person) could exceed 400, but commissioners and the architect said practical event sizes were likely to be smaller; some commissioners cited 200–350 as plausible event attendance, and staff said parking and fire-safety rules will constrain occupancy.
After the vote staff clarified the approved use is for private sales of ranch-owned livestock rather than an open consignment auction; the proponent may return later for amendments if they seek to expand scope. The commission recessed for five minutes and then moved on to a separate general-plan item.
What happens next: The use permit is approved and the applicant may proceed with building permits; if the applicant later seeks to expand the number or type of events beyond the approved parameters, they can apply for an amendment subject to applicable notice and environmental review.
