Copperton’s Town Council on Feb. 18 readopted the countywide multi‑jurisdictional hazard mitigation plan, including a jurisdictional annex for Copperton, after staff incorporated FEMA‑requested edits.
Madison Warner, the emergency planner who presented the update, told the council that FEMA’s changes to the Copperton annex were limited — minor floodplain clarifications and one added mitigation action for earthquakes — but FEMA asked that the adopting resolution include flexible language to allow minor, future technical edits without requiring the council to readopt the plan each time. "They suggested we go out and start getting approval before it was finalized by them," Warner said, explaining the need to revise adoption language.
Councilors discussed whether they needed more time to read the full document; staff emphasized that the annex is a short jurisdictional section and that the full plan is several hundred pages. A motion to approve the readoption carried with one abstention. Staff and the emergency planner offered to meet with any council members who wanted a deeper briefing or presentation outside the meeting.
Council members noted that adopting the FEMA‑updated plan preserves eligibility for certain federal mitigation grants and assistance.
