Copperton, MSD keep storm‑drain Phase 2 on capital list as $3.2M federal allocation limits use to drains

MSD staff told the Copperton Town Council on Feb. 18 that a $3.2 million federal allocation is available for the town’s storm‑drain improvement program but that the money is restricted to storm‑drain work and cannot be repurposed for other park or capital projects.
Tamara Woodland and MSD staff said the Copperton storm‑drain Phase 2 will remain on the annual capital list and will be ranked along with other MSD community requests. The staff presentation noted that roughly $3,000,000 of annual capital funding gets allocated across communities when the MSD ranks projects.
Councilors also reviewed a consultant’s recommendation to study a transportation utility fee (a monthly bill similar to a stormwater utility) that could fund transportation maintenance. MSD said the consultant quoted about $35,000 for a study, and councilors generally rejected the prospect for Copperton, citing low projected return on investment for a small town and the study cost. One council member summarized the calculation: “If we have 250 residences and we tack it on to a power bill ... it would take 20 years to pay that back.”
In related capital items, a bid for ADA ramps and benches at the park came in at $36,000 (about $30,000 for ramps, $6,000 for benches and pads). MSD staff said contracted maintenance funds could cover the $30,000 for ramps; bench funding would be discussed separately.
