Planning staff to bring 'willing to act' contract white paper to board after short moratorium

SISKIYOU COUNTY — Planning staff told the commission they temporarily paused processing certain "willing to act" contracts while drafting a white paper that will explain the program's purpose, existing guidelines, problems staff has encountered and suggested cleanup.
Haley Lane, community development director, said the office paused new submissions for roughly a month to allow staff time to draft the paper and to respond to repeated questions from board members about what "willing to act" means and how staff evaluates such contracts. "That paper is currently in review with county council's office right now. We will be bringing it forward for discussion, I believe, the first March meeting," Lane said.
Lane said there is no broad moratorium preventing staff from processing applications that meet current guidelines and that projects not meeting guidelines remain on hold pending board direction. She said the white paper will outline: the program's purpose, what the county's current guidelines are, areas where staff encounters problems in reviewing contracts, and possible recommendations to clarify or tighten procedures.
Staff said the item will likely be discussed at March meetings to get a board direction on whether to modify the guidelines. No formal board action was taken at the commission meeting; staff sought feedback and indicated they would present the paper to the board for direction.
