McHenry County Board splits on zoning petition and several speed-limit ordinances

On Jan. 20 the McHenry County Board considered multiple zoning petitions and six proposed speed-limit ordinances, producing a mix of approvals and rejections.
Zoning: The board approved zoning items 10a1, 10a3 and 10a4 but rejected item 10a2 after members raised LaSalle-factor concerns. Member Kearns and others cited statutory LaSalle considerations including compatibility with agricultural zoning, potential impacts on property values, groundwater and prime farmland status; Mister Shorten explicitly opposed 10a2 because he said the proposed commercial solar facility was inconsistent with surrounding agricultural uses and risked environmental impacts.
Ordinances: The transportation committee had split recommendations on six speed-limit requests. At the full board, item 17b1 failed, 17b2 passed, 17b3 passed, 17b4 failed, 17b5 failed, and 17b6 passed. Members discussed underlying speed studies; staff reported about 10 or 11 studies that did not recommend reductions for some requests.
A point of order earlier in the meeting questioned whether a remote participant met the policy for remote attendance; that issue was raised in connection with the zoning consent agenda but did not change the recorded zoning votes.
