Committee approves ETSB appointments; staff outlines two‑year plan to replace 9‑1‑1 and CAD systems

The McHenry County committee voted to approve appointments to the Emergency Telephone System Board (ETSB) and heard an update on a multi‑year modernization of the county’s 9‑1‑1 and dispatch systems.

Tiki and ETSB staff presented a plan to reshuffle some seats so experienced members remain engaged after a retirement and job changes. Pat Finland, a longtime emergency communications professional, introduced his background in policing and prior ETSB service. Andrew Shargern and Nathan Hayes also introduced themselves; both described policing and communications experience relevant to ETSB responsibilities.

Randy, the ETSB assistant director, outlined the technical plan: a current implementation of a new 9‑1‑1 call handling system is underway with a scheduled go‑live for the three dispatch centers, followed by a two‑year process to replace the county’s computer‑aided dispatch (CAD) system. Randy said the ETSB has budgeted funds for the work and does not expect to finance the project; staff will use a consultant to help prepare a CAD RFP.

The committee voted in favor of the appointments and Chair said the names will be presented to the full county board as a formality. Members encouraged appointees to tour the 9‑1‑1 center and noted the importance of personnel and GIS accuracy for geocentric emergency applications.

Next steps: ETSB will continue implementation activities for the 9‑1‑1 system, pursue an RFP and consultant for CAD replacement, and work with county staff on any requested operational tours or follow‑up reports.
