Frontier Central approves resignations, new hires, architect contract and $9.03M bond for Shield Project

At its February meeting the Frontier Central Board of Education approved several personnel and contract actions and passed a bond resolution to finance the district's Shield Project.
Personnel: Acting on the superintendent's recommendations, the board accepted resignations and retirements for Robert Klimowitz (health teacher) and Scott Ugala (bus driver). The board also appointed Kelly Borsma as a middle-school math teacher (salary per the FCTA contract and with required fingerprint clearance) and approved multiple support-staff hires, including Shiley Shileya Dunning and Kristen Crosscutt (food service helpers), Bender Schwenbeck (cleaner), Gregory Gates (bus driver) and Paul Canopa (bus attendant). Each personnel motion was moved, seconded and carried by voice vote.
Contracts and business reports: The board approved business management reports 10.1 through 10.9. It also authorized an architectural-services agreement with Gordon W. Jones Associates Architects PC for the 26 project at a fee set at 7.5% of the owner's budget for actual cost of work, calculated "in accordance with section 11.6, including all change orders." The board authorized the board president to execute the agreement on behalf of the district.
Shield Project bond resolution: The board read and approved a bond resolution dated Feb. 10, 2026, authorizing the district to undertake the Shield Project 2026 ' a partial reconstruction, renovation and improvements project ' at an estimated maximum cost of $9,030,000 and to issue serial bonds or other obligations not to exceed that amount. The resolution delegates authority for bond anticipation notes to the board president and includes standard publication and contestability language consistent with the local finance law. The motion was moved, seconded and carried by voice vote.
Each of these actions was taken as board motions with second and a voice vote recorded as carried; the minutes indicate the board voted in favor on each item and placed the bond resolution in the official minutes as an action of the board.
