Senator (sponsor) said the measure "creates an optional 5 year motor vehicle registration for noncommercial vehicles" and emphasized that compliance with annual emission requirements would be maintained. The sponsor described the change as voluntary convenience for Georgians who "don't always have time to run by their tag office."
The public-safety committee offered a committee substitute and the Senate agreed to the substitute without objection. When the measure reached final passage, the secretary recorded yeas 45 and nays 0; the chamber announced that the bill "having received the requisite constitutional majority is therefore passed by substitute." The sponsor told colleagues the option is "completely optional" and that motorists would not be required to use it.
Supporters said the bill reduces paperwork and offers a multi-year choice for people juggling work and family schedules. No amendment to change the underlying emission-inspection requirement was adopted during floor action.
The bill now moves to the next steps defined by the legislative process for enrollment and transmittal to the governor.
