Council approves consent agenda, awards $1,400 façade grant to Laney Boutique

The Crystal Lake City Council approved several routine matters and a small-business grant during its Nov. 18 meeting.
Council members voted to approve the minutes from the Nov. 4 meeting and to accept the accounts payable report after motions were made and seconded. Later the council moved to approve a multi-item consent agenda that included a City Code amendment (chapter 3) related to bicycles and low-speed electric vehicles; a Special Use Permit amendment for wayfinding signage at 11575 East Chris Lake Avenue; purchase of eight police vehicles; bid awards for generator and electrical maintenance services and for liquid aluminum sulfate for the waste treatment plant; and allocation of FY2026 state motor fuel tax funds, among other items. The consent agenda passed on a roll-call vote.
On a separate agenda item, staff member Katie presented a request from Friendly Designs and Curated by Laney Boutique (proposed location: 30 North Williams, Unit G) for a $1,400 matching commercial façade improvement grant to install a new awning. Katie said the applicants met program requirements and that funds remain available. "They are proposing to put a new awning on the unit and are asking for that matching grant for that improvement," Katie said. The applicants were not present at the meeting.
A council member moved to award the $1,400 and to authorize the city manager to execute the grant agreement; the council approved the motion by roll call with all members present voting yes.
These approvals were procedural and did not prompt extended debate. The council also noted ongoing oversight: staff will continue to monitor program compliance and the performance of awarded contracts.
