Crystal Lake city council approved a set of ordinances to annex approximately 27 acres of McHenry County College land at 8800 US Highway 14, adopt a pre‑annexation agreement and rezone the parcel to a Watershed Planned Unit Development (WPUD) so the college can continue using its existing building and radio tower.
Dan Curran, the attorney representing the college, described the three related items before council: the annexation ordinance, the pre‑annexation agreement, and the zoning ordinance to incorporate the parcel into the college’s PUD. Curran said the steps would simplify coordination between the college and city staff by removing an intermediate county approval step.
A college representative said the parcel is about 27 acres with a radio tower and agricultural buildings; he noted the college had recently been awarded a Department of Agriculture grant to improve its agricultural wash station and that the annexation will help the college implement the grant by allowing water and sewer connections to the site. "We're bringing them into the city, and they have them zoned as as shown on your agenda items," Curran said.
Council members consolidated the three ordinances into a single motion and approved them by roll call; because rezoning upon annexation required a supermajority, council confirmed the necessary votes and adopted the measures.
The college and city staff will proceed under the terms of the pre‑annexation agreement so the parcel can be incorporated into the college’s PUD and future plans.
