Charter review panel elects Roseanne Faust chair, Julie Lynn vice chair; approves teleconferencing and schedule

The San Mateo County Charter Review Committee held internal leadership votes and adopted foundational procedures at its Jan. 29 meeting.

Roseanne Faust, who said she has served on prior charter review committees and described herself as a former mayor of Redwood City, was nominated and was appointed chair by voice vote. Faust told the panel she has lived in the county for 30 years and said, "I love the county charter."

The committee elected Julie Lynn as vice chair after nominations and a roll-call-style vote that yielded 10 votes for Lynn and 9 for Eddie Flores. Lynn described her background as head of the San Mateo County Central Labor Council, representing 105 affiliate unions and roughly 95,000 workers countywide; Flores described his experience as a city council member and former mayor of South San Francisco and as chair of the San Mateo Council of Cities.

Members then voted to permit committee members to participate by teleconference under the Board-authorized Brown Act provision; the committee approved the teleconferencing option and staff reiterated that remote participants must have cameras on unless prevented by a disability and that the public must have at least one physical location in which to participate in person. The committee also voted to adopt the regular meeting schedule proposed in the packet; staff said dates were chosen to make the meeting room available and asked members to flag conflicts.

The chair asked members to submit potential amendment ideas by noon Friday to give staff time to compile materials for the Feb. 3 meeting; staff confirmed members of the public may also bring proposals at the Feb. 3 public comment period. The meeting adjourned at 07:31.
