Onalaska council approves $16.3M in payables and authorizes up to $10.675M in borrowing

The Onalaska Common Council on Feb. 10 approved $16,324,308.82 in payables, and unanimously passed several budget-transfer resolutions and authorizations to issue debt for municipal projects.
Finance Committee chair Mike Milke presented the vouchers dated Jan. 13, 2026, saying, “The total of this would be $16,324,308.82,” and moved their approval. Council members approved the payables by voice/roll call.
The council also approved Resolution 1-2026, Resolution 2-2026 and Resolution 3-2026, each transferring funds within the general fund or between the general fund and special revenue/equipment replacement funds. Those items were reported as having been unanimously recommended by the finance committee and were adopted without dissent.
On borrowing, the council approved three authorizations: Resolution 4-2026 authorizes issuance of not-to-exceed $2,675,000 in general obligation promissory notes; Resolution 5-2026 authorizes up to $6,200,000 in water and sewage system revenue bonds; and Resolution 6-2026 authorizes up to $1,800,000 in stormwater system revenue bonds. Taken together, those debt authorizations total $10,675,000.
Sabrina (staff) told the council that staff will present pricing information at the March meeting: “At next month's council meeting, Brad Vigoot from Bayard will be here telling us our pricing and all that of where we're currently at in the bid process.”
Why it matters: the payables include distributions to taxing entities that affect area school districts and the county, while the debt authorizations set parameters for financing multiple infrastructure and utility projects. Council members said they expect more detailed pricing and bond-sale information before finalizing borrowing terms.
