Senator Kahler and Senator Kaler asked why the state would fund improvements to privately owned property and whether the two‑year lease protects the state's investment. Agency staff said the landlord would cover 50% of the improvements and that options to extend the lease beyond two years are at the state's discretion. The item was approved.
