Michael Graham, director of legislative affairs for the department, told the board the request — $1,150,000 in the first year and $1,650,000 in the second year — responds to preservation orders tied to House Bill 96 and requirements under the Ohio Revised Code. Graham said the orders from the Auditor of State and the U.S. Department of Education specify systems ODHE must maintain while auditors complete their investigations.
Senators asked why the funds spanned two years and whether future requests would be necessary. Graham said the board cannot appropriate beyond the two‑year budget period and that while costs may decline once staff and personnel transition to ODHE, additional funding requests in subsequent budgets are possible. The board approved the request after questions and follow‑up was noted.
