The Muskogee City Council on Feb. 23 approved an ordinance to rezone two adjacent parcels at 3101 and 3137 Emman Street from R-1 (single-family) to C-3 (regional commercial), clearing the way for commercial development on land staff said the city’s 2025 comprehensive plan designates for such use.
Planning staff, represented at the podium by Miss Winkel, told the council the application conforms with the City of Muskogee’s adopted future land-use map and recommended approval. "The applicant has requested a rezone of this property, located at 3101 and 3137 Emman Street from R-1 Single Family to C-3 Regional Commercial," Miss Winkel said during the public hearing.
No members of the public spoke during the hearing. After the staff presentation the council moved and seconded the ordinance; a roll-call vote was recorded and the motion passed.
The ordinance will update the official zoning map to reflect the C-3 designation, enabling commercial uses consistent with that category. The council did not specify particular tenants or a development plan in the hearing; staff noted the parcels are the two closest to 32nd Street and currently zoned residential.
Action taken: council approved the rezoning ordinance; next steps are for staff to update zoning maps and to process any subsequent site-plan or permit applications required for proposed development.
