Controlling Board approves transfer to Cuyahoga Community College West Campus heating project

The State Controlling Board approved a request from Cuyahoga Community College to transfer funds from a canceled Enrollment Financial Services Advising Project to a West Campus heating and cooling replacement.
Cynthia Leitzen, vice president of capital construction and facilities for the college, told the board the advising project — started in 2023 with internal and external consultants — concluded with recommendations not to proceed, so the college is reallocating the previously planned dollars. The West Campus work will convert antiquated steam systems to gas boilers and addresses aging underground piping and end‑of‑life equipment.
Senator Ingram asked whether the transferred dollars were already budgeted for the new project or being added because of shortfalls; Leitzen confirmed the latter, saying the design and construction documents revealed increased material and labor costs and the transfer is needed.
With no objections, the board approved the item.
