John Stewart, State Library director of operations and technology, and Don Yarmon of the Ohio Public Library Information Network said Gorman's contract is competitively bid annually through Ohio Buys and that she has served in similar roles for many years. "We have received other bids for it. They have been a higher price than Lori Gorman has bid," one presenter said, noting Gorman's experience as a state data coordinator for schools gives her special familiarity with the federal E-rate process.
Representative Stewart asked why a competitive-selection waiver appears on the controlling-board agenda; the library representatives explained the specific project related to the contract exceeded the board's $50,000 threshold, which is why the waiver was noted. The item was approved without objection.
