ORSC staff presented two rule packets: one from PERS (mostly no-change rules resubmitted due to a clerical error) and a CERS packet containing updates to the healthcare eligibility and premium rules. Mr. Hennigan said substantive changes in the CERS healthcare rule include a definition of "premium subsidy," clarified timelines for counseling and enrollment after involuntary cancellation, procedures for receipt of coverage waiver requests, and new application language for dependents of deceased members. He noted one rule was rescinded and refiled (same rule number) because more than 50% of the rule's language changed.
Staff reported the rules are consistent with the Revised Code and had no further comments. The chair announced the next meeting for Thursday in December (subject to call) and adjourned the council.
