Ohio Department of Veterans Services says earlier SB9 count was in error; updates inventory to 18 restrictions
Summary
Lucas Denning told JCAR a misinterpretation of Senate Bill 9 had inflated the department’s regulatory-restriction count; after rescinding an expired chapter and updating its base inventory, the department now reports roughly 18 regulatory restrictions and 22 total rules.

Lucas Denning of the Department of Veterans Services told the Joint Committee on Agency Rule Review that the department had corrected a prior misinterpretation of Senate Bill 9 that produced an inflated count of regulatory restrictions. "We have submitted an updated regulatory rule restriction," Denning said, adding that the department rescinded a large chapter of rules related to an expired program that previously accounted for roughly 33 restrictions.
Denning said his agency’s new base inventory places it in the range of about 18 regulatory restrictions and that the department has 22 total rules. He apologized for the earlier error and said the department submitted updated inventories and explanations using the Senate Bill 9 template for committee review.
Committee members thanked agency staff and JCAR staff for assistance in resolving the discrepancy and asked no further questions. The committee accepted the update as submitted.
