The Joint Committee on Agency Rule Review convened for a brief meeting and approved the previous meeting's minutes without amendment.
Unidentified Speaker 1, serving as the committee's presiding co-chair for the session, opened the meeting and called for roll. After a quorum was confirmed, the presiding officer asked whether there were any additions or corrections to the prior meeting minutes; "Hearing none, the minutes will stand as written," the co-chair said.
Deputy Director (read aloud the no-change agenda and the regular agenda). The no-change agenda included rule filings such as the Attorney General Bureau of Criminal Identification and Investigation (4 rules), Board of Tax Appeals (16 rules), Department of Natural Resources, Division of Wildlife (11 rules), and others; a listed withdrawn no-change item was the Ohio Public Defenders Commission (7 rules). The Deputy Director also read a longer regular agenda that listed dozens of rule filings across multiple state agencies, including the Accountancy Board (10 rules), Department of Administrative Services, Department of Aging, Department of Children and Youth, Department of Rehabilitation and Correction (20 rules), Ohio Department of Medicaid and related items, and several rule sets from the Department of Public Safety and state licensing boards.
The Deputy Director noted a to-be-refiled portion of the agenda (item 51) and a withdrawn item (item 52, Department of Commerce Board of Building Standards Certification). During closing remarks, the presiding co-chair thanked Medicaid and the Department of Commerce "for pulling rules that had some issues, to see if they could get worked out before coming before JCAR," an acknowledgment that agencies had temporarily removed certain rule filings to resolve outstanding problems.
The committee announced a tentative next meeting for Monday, Dec. 8, at 1:30 p.m. The presiding co-chair closed the meeting: "Without objection, we are adjourned."
