Commissioners approve Ag Expo funding, housing support letter, easement, stormwater and water upgrades, and $2M incentive for Jameson Door Company

The Washington County Board of County Commissioners voted on a series of administrative and economic development items on Feb. 19, approving each by voice vote (unanimous where recorded).
Key approvals included:
- Hotel rental tax funding for the Washington County Ag Expo and Fair to recognize Ad Fulton, structured as up to $5,000 per year for 10 years (July 2026–July 2035) and up to $10,000 per year for an additional 10 years (July 2036–July 2045). The motion was moved and seconded and passed by voice vote.
- A letter of support for a HUD Choice Neighborhoods Implementation grant application led by the Hagerstown Housing Authority and the City of Hagerstown. Staff emphasized that no county funding was being requested as part of this application; the letter was approved by the commission.
- Procurement and contract actions: authorization to use contract PUR1639 (task order 2) for stormwater management maintenance with Patriot Natural Resources for $85,014.40; approval of an additional $24,334.60 on contract PUR1713 for Sharpsburg water service upgrades where parts required during implementation; both motions carried.
- A Rural Legacy easement for Stoner Family Farms LLC comprising approximately 61.3 easement acres with a recommended payment of $346,725; the easement extinguishes seven development rights and received commission approval.
- A proposed $2,000,000 hotel‑rental‑tax incentive agreement for Jameson Door Company to support a proposed 375,000‑square‑foot manufacturing facility in Mount Etna Technology Park. Jonathan Horowitz (economic development) said the incentive would be performance‑based and contingent on the company's acquisition of property and job‑creation and investment milestones; he recommended allocating $2,000,000 from the HRT fund to be paid as $400,000 per year over five years if conditions are met. The commission moved, seconded and approved the recommendation.
Each item was presented by the responsible staff and followed by a routine voice vote recorded in the meeting minutes.
