OCCY staff describe tight operations budget, request legislative help on operations and salaries

OCCY finance staff and Executive Director Annette Jacoby told commissioners the agency is operating with very limited discretionary funds after payroll, and they asked commissioners to help message the agency’s top budget priorities to legislators.
Mark James reported that OMES is acting as OCCY’s contracted finance manager while the agency recruits a new business manager; CAMTA receipts exceeded projections by about $300,000 and required budget adjustments. Jacoby said appropriations now cover roughly 90% of personnel costs, leaving about $109,100 for other operations after payroll; OCCY’s budget request prioritizes operational needs and salary adjustments to retain experienced staff.
Jacoby asked commissioners—particularly those who are not state-agency designees—to carry a short budget brief and educate legislators about why the request is mission critical. She said OCCY will provide modular, graphic-driven briefing materials and more substantive white papers for recommendations going forward.
Next steps: OCCY will continue committee budget hearings, produce simplified briefing modules for commissioners to share with legislators, and proceed with hiring a business manager.
