The commission adopted staff findings and forwarded proposed Title 15 changes related to parking and turn‑on‑red restrictions to council with a positive recommendation (TCP 2602) by an 8–0 vote.
Separately, the commission approved the North Dunn Street multiuse path concept (TCP 2603). Copper described a proposed 10‑foot wide multiuse path on the east side of Dunn Street from the bypass north to Clover Lane, separated by a grass buffer and including raised crosswalks at key crossing points; project is federally funded with construction likely in 2028. The motion passed 8–0.
Hank Duncan presented the downtown curb ramps phase 5 concept (TCP 2605), describing raised crosswalks and curb‑ramp upgrades along East 3rd Street and Atwater corridors adjacent to the Indiana University campus; scoping and right‑of‑way work were scheduled for 2026–27 with bidding planned in 2028 and construction targeted for 2029. The commission adopted findings and approved the concept 8–0.
Next steps: staff will continue design and right‑of‑way work, return detailed designs when appropriate, and coordinate scheduling to reduce construction impacts in corridors where multiple projects overlap.
