Port Jervis council accepts $600,000 DRI award, $1.5M water-plant grant and appoints HR director

The Port Jervis Common Council on a unanimous voice vote approved a resolution accepting a $600,000 contract under New York State’s Downtown Revitalization Initiative (DRI) small project fund and designated the Port Jervis Community Development Agency (CDA) to administer the project.
Councilwoman Denison read the resolution and the council voted to approve the contract for one of four DRI-identified projects, listing Riverside Park improvements, Jersey Avenue improvements and marketing/branding among project priorities. Denison said the CDA will be compensated per the completed project budget.
In the same meeting the mayor announced the city had been awarded $1,500,000 through a CPDG grant to upgrade and expand the municipal water filtration plant. "The city this week was awarded $1,500,000 for our water filtration plant," the mayor said, thanking Department of Public Works superintendent Steve Duryea, chief water plant operator Scott Decker, MHE and Valerie Michinski for preparing the application.
The mayor said work on the water plant is expected to begin in the summer of 2025 and that the city will pursue additional funding to further upgrades and expansion once initial work is underway.
Council also approved a personnel resolution appointing Michael Washington as human resources director effective Dec. 3, 2024, subject to a satisfactory background check. The resolution directed that a copy of the Washington agreement be filed with the city clerk. The appointment was moved and seconded and the chair announced the motion carried.
Background: Denison told the council the CDA last met on Nov. 21 and reported 374 families on the Section 8 waitlist and that the DRI program named Port Jervis a Mid-Hudson round 6 award recipient in April 2023. The DRI small project fund contract carries an ID referenced in the packet and the council voted to accept it and authorize the mayor or designee to execute related documents.
Next steps: The CDA will administer the $600,000 small-project award and the city plans to begin water-plant work in summer 2025 pending project planning and contracting.
