Port Jervis council approves routine finance items, banking designations and CWSRF agreements

At its April 14 meeting, the Port Jervis Common Council approved multiple administrative and finance actions, including payment of the city’s bills and adoption of several resolutions relating to banking, official publications and legal agreements tied to a water infrastructure project.
Finance: Councilwoman Fuller presented bills for payment totaling $310,109.92 (general fund $259,949.33; water fund $24,092.97; sewer fund $12,087.40; capital fund $11,361.40; trust & agency $2,618.82). A motion to pay the bills was moved, seconded and carried.
Administrative designations: The council approved a resolution naming TD Bank and M & C Bank as official depositories for specified city accounts, and designated the Times Herald-Record (with the Pike County Dispatch as an alternate) as the city’s official newspaper for legal notices. The council also confirmed the local cable access station’s name as PJ TV 23 for televised outlets.
CWSRF and legal services: Council approved an updated letter agreement with bond counsel (Robert P. Smith, Hawkins, Delafield & Wood LLP) to support closing and financing related to the New York State Environmental Facilities Corporation (EFC) clean water State Revolving Fund (CWSRF) project number C353960300, including authority for the mayor or designee to execute closing documents. The council also approved an amended retainer dated 04/10/2025 for environmental attorney Carol L. Gallagher of Gallagher & Gallagher for expanded services on the same CWSRF project.
Federal and grant submissions: The council approved a resolution authorizing submission of a community project funding request to U.S. Representative Pat Ryan’s office to replace a 2002 heavy-duty fire engine with a new engine using approximately $825,000 in federal funding; staff reported the application had been submitted prior to formal ratification. Tourism and smaller grants: the tourism board reported a $4,999 Orange County tourism grant award to support events, and staff discussed a potential $1,000,000 Orange County–to–NY ESD grant application for water plant improvements to supplement $1,500,000 in existing CDBG funds.
