PORT JERVIS, N.Y. — The Port Jervis Common Council on Tuesday continued a public hearing on Local Law No. 5, the proposed Tri‑State Central Business Overlay District, saying it will wait for comments from the Orange County planning board and the city planning board before taking final action.
Councilman Mason Figueroa told the council the overlay would extend Central Business District uses along the Tri‑State corridor from the bridge to the city line on Exchange Street and would streamline the approval process for businesses that are permitted uses in the Central Business District. "It could take one month rather than three, four, five months to get accomplished," Figueroa said, describing the intent to shorten the sequence of planning‑and‑zoning reviews for qualifying projects.
William Prank, the city's corporation counsel, emphasized the change is an overlay and not a base‑zoning change: "It's not changing the zoning of the parcels that are listed in the law," he said, adding the overlay could allow additional permitted uses without reclassifying property zoning.
Council members voted to keep the hearing open to allow the required reviews; a voice vote carried. A member of the public who identified himself as Craig asked for a status update on Tri‑State corridor projects approved more than a year ago and was told contracts were approved at the prior meeting and the city is awaiting state action and bidding, with an optimistic construction start target in 2026.
The council did not set a new final hearing date in the meeting and said it will publish updates after receiving county and planning board feedback. The hearing record remains open until those reviews are received and any required legal notices are completed.
