Port Jervis council approves fee changes, multiple contracts, grants and event permits

The Common Council of the City of Port Jervis on Feb. 10 approved a package of routine and project-specific measures, including an updated city fee schedule, vendor contracts, grant acceptances, event permits and personnel appointments.
Council adopted a resolution updating the city fee schedule under city code section 2-80 (effective as specified in the resolution) after a code committee report. It also set a public hearing for a zoning amendment (Local Law No. 1 of 2026) to amend bulk and use tables in neighborhood mixed-use zones and referred the matter to Orange County Planning and the city planning board for review.
Finance approvals included acceptance of levy certification documents for the 2026 assessment roll and authorization of an agreement with Capital Market Advisors for financial advisory services. Council approved bills to be paid totaling $1,776,266.05: $1,748,891.54 from the general fund, $22,848.78 from the water fund, $286.27 from the sewer fund and $4,239.46 from the capital fund.
Council authorized several contracts and grant-related actions: a CivicPlus contract to create and maintain a new municipal website ($38,273) consistent with ADA/accessibility requirements; an MHE Engineering contract to support a New York State Housing Trust Fund/CDBG water filtration plant improvement project (contract dated 11/25/2024, noted as up to $295,000); and an extension of a contract with Granville America's Engineering Solutions through Sept. 15, 2026, related to the city's resilient investments support program.
The council accepted grant-funded equipment and awards reported by the Community Development Agency: FEMA Assistance to Firefighters Grant-funded SCBA equipment (listed at $533,087) has been received and training is beginning; the city also reported a $25,000 New York State recruitment and retention grant for the fire department and that Brownfield Opportunity Area study funds were awarded pending contract.
Other actions included approval of an interdepartmental transfer within the fire department, amendment to fire department training timelines, and authorization to sell a Bauer SCBA compressor declared surplus for $2,000 to the Washington Heights Fire District. The council also renewed the Orange County sales tax sharing agreement through March 2029 (no changes reported) and approved a $65,000 annual service contract with the Port Jervis Community Development Agency invoiced monthly.
Council approved multiple event permits and festival dates presented by the tourism board, including the Saint Patrick's Day parade (March 1) and other seasonal festivals. The meeting concluded with an announcement that the council is examining complaints about Third Ward mail delivery and was adjourned.
