Board approves landfill rates, wine district renewal and agricultural preserves; several items pass unanimously

Waste Resources presented a rate study that recommended a 2.94% disposal fee increase for fiscal year 2026–27 and automatic CPI adjustments thereafter; the board closed the public hearing with no speakers and approved the rate adjustment 5‑0.
The board also held and closed a public hearing on renewal of the Temecula Valley Wine and Agricultural Heritage District, a benefit assessment district managed by the Temecula Valley Winegrowers Association; with one public speaker in support, the board adopted the renewal resolution 5‑0.
On land‑use matters, the board approved seven agricultural preserve establishments and one enlargement under the Williamson Act, covering approximately 2,566 acres across 53 parcels and an additional 46‑acre enlargement for Blythe agricultural preserve; staff noted required land conservation contracts and zoning changes for heavy agriculture; the board approved these items 5‑0.
Other administrative hearings, including an amendment to a timeshare ordinance and the auditor/audit committee formation, were discussed and scheduled as part of board business.
