Connellsville council hires patrolman, approves infrastructure bid advertising and several event permits; tables parade route for logistics

The Connellsville City Council took several administrative and operational actions at its Feb. 17 meeting.
Personnel and public safety: Council voted to hire Jeremy T. Basinger as a patrolman for the Connellsville Police Department, effective March 1, 2026. The police chief recommended Basinger after he completed required testing and background checks; the council recorded the affirmative vote.
Infrastructure and procurement: Council approved advertising sealed bids for the Race Street storm sewer project with bids due by 4 p.m. March 17, 2026. Woodmere Engineering will issue bidding documents and the city stated the project will be funded from LSA grant funds if bids proceed.
Events and road closures: Council granted several event permissions—farmers market/Kids Fest at Mounds Creek Park (June 11) and permitted the Yough River rally to use one-way traffic on 6th/7th streets during the rally; council also approved road-closure plans for the Red, White & Boom festival (July 3) and closures for an Aug. 1 Guinness float event, all pending final sign-offs by police, fire and public works. The council discussed adding Crawford Avenue to a festival closure but noted PennDOT approval may be required.
Parade routing tabled: Council considered an America 250 kickoff-parade resolution for June 27 but tabled final approval to next month to resolve route semantics and test turns for floats; staff was asked to run logistics tests and obtain necessary PennDOT approvals when state roads are affected.
Appointments and recreation staffing: Council appointed Amber Rose and Shana Fuller to recreation-board roles, approved seasonal hires and playground monitors for summer 2026 with wages reimbursed from the recreation fund, and approved revised park rental fees intended to help cover utilities and maintenance.
Other operational items: Council authorized a six-year agreement with PennDOT to perform bridge inspections, gave the mayor authorization to sign related PennDOT documents, and voted to advertise the Race Street storm sewer bid. Several motions passed by recorded voice votes.
