Delegation approves alcohol off-premise bill and library collective-bargaining recommendation; roll call recorded for library bill

The delegation moved to a voting phase after the hearings and approved two measures.

HB 121 (Baltimore County alcoholic beverages sale for off-premise consumption): The alcohol subcommittee recommended the bill favorably, a member moved the favorable motion and it was seconded. The delegation adopted the recommendation by voice vote; Delegate Mangione recorded an abstention. The chair said the bill will proceed to the proper committee with an amendment changing the sponsor to the Baltimore County delegation.

HB 388 (Baltimore County Public Library collective bargaining for supervisory employees): Because of recorded dissent in subcommittee, the delegation held a roll-call vote. The roll call recorded the following votes as read in the meeting: Vice Chair Pasteur — Yes; Secretary Allen — Yes; Delegate Bandari — (did not answer on the roll call during the meeting); Delegate Carden — Yes; Delegate Forbes — Yes; Delegate Grammer — No; Delegate Guyton — Yes; Delegate Jones — Excused; Delegate Long — No; Delegate Mangione — No; Delegate McCaskill — Yes; Delegate Metzger — No; Delegate Naraki — No; Delegate Phillips — Yes; Delegate Ross — Yes; Delegate Ruth — Yes; Delegate Stein — Yes; Delegate Shalega — No; Delegate White — Yes. The chair and secretary confirmed an 11-vote majority in favor; the motion passed and the bill will be forwarded with the sponsor amendment to Baltimore County.
