Maryland Environmental Service outlines $11.1M GEO bond request; technical issues delay some testimony

DLS asked MES to comment on whether the limited Springfield improvements would be adequate to address water‑quality issues and whether further remediation may be required.
MES Deputy Director Sandy Hertz appeared after earlier technical problems and said Springfield will receive water‑distribution upgrades intended to combat Legionella and hoped the proposed solutions would resolve the issues. She also said MES recently submitted an application for Bay Restoration Fund support for some collection‑system improvements at Greenbrier and is awaiting response on a VA state home construction grant application for Charlotte Hall, which “is not listed as a priority on the VA state home construction grant priority list” as of the testimony.
MES noted that certain Greenbrier construction phases were deferred to later years and asked DLS to consider GO bond funding consistent with prior CIP cycles where nonbudgeted funds are less available. DLS recommended approval of the GEO bond authorizations and pre‑authorizations but requested MES clarifications on funding allocations and the VA grant application status.
Next steps: MES will update the committee in writing on the VA grant status and follow up on planned Greenbrier funding and Springfield remediation scope.
