Committee to forward Jefferson County master plan to council, pending fixes to action matrix

The Jefferson County master plan working committee voted to forward the draft plan to the County Council for a public hearing after members identified inconsistencies between chapter text and the action matrix and agreed to have a short set of amendments verified before submission.

Committee members told staff and the plan consultant that some edits they had requested — particularly bullet-point verbiage and several transportation-related changes — did not carry through into the action matrix. One member pointed to a change on page 105 where earlier language to “require narrower roads” was replaced in the chapter text by broader “traffic calming” language, while the matrix still referenced the old narrower-streets wording (matrix item 5-8). That mismatch, members said, could create conflicting guidance for implementation.

To avoid re-editing every line, committee members and staff agreed on a practical workaround: add a short, clearly worded disclaimer at the start of Chapter 4 stating that chapter text takes precedence over the action matrix where conflicts exist. Members also proposed consolidating outstanding edits into a one-page amendment list that would accompany the draft when it goes to the council. A member summarized the approach: “If those can be fixed, then the document is considered approved to go to public hearing.”

The committee also flagged a handful of visual errors on maps (including a gray area on page 79 that members said appears to be an uncolored sewer-district area) and asked staff to correct map colors and legibility problems before public posting. Members further discussed public-hearing timing: staff said a revised posting would need to be published within the 10-day notice window so the committee would not have to make on-the-fly amendments during the hearing.

Council member Brown moved to authorize the committee chair to validate the committee’s final edits and, once satisfied, forward the working draft to the County Council for a public hearing; Council member Tulloch seconded. The committee voted in favor. The motion authorizes the chair to confirm that amendments requested by this committee are complete and to proceed to the County Council without further committee action if they are validated.

Next steps: members were asked to submit any remaining discrepancies in Chapter 4 and the matrix to Sherilyn/Boyer by the end of the week so staff can compile a consolidated amendment list for chair review. The chair will coordinate with Mr. Baer’s office and with county staff on final edits and public-hearing scheduling.
