Council schedules work session as members press for faster nuisance-property cleanup

Councilors reviewed the county’s existing nuisance-abatement ordinance language and pressed staff on why some repeat violations persist despite statutory remedies.
Members noted that the county already has abatement pathways in code (referred to as ordinances 200025 and 200030 in meeting materials) and that the delay often results from appeals and the multi-step legal process. Staff reported the code department had activated new case‑management software and that the budget includes $100,000 for contractual cleanup and an additional $100,000 in ARPA funds for nuisance-property cleanups.
Councilmembers gave examples of recurring problem properties and asked how the county could close the loop after abatement (liens, trustee sale outcomes and whether cleanup costs are ever recovered). Staff and councilors said rights of property owners and due process constrain immediate seizure of property and that many cases require repeated enforcement steps.
The council agreed to devote a full work session on Sept. 15 to a deeper review of code-enforcement processes, funding options and potential administrative streamlining. Staff were asked to prepare case lists and options for improved follow-up and potential amendments to speed resolution.
