County executive outlines plan for multi‑county law enforcement academy funded by $50 million state grant

The County Executive told the Jefferson County Council that a multi‑jurisdiction Gateway regional law enforcement training academy is moving forward with state grant funding and intergovernmental agreements.
According to the executive’s report, the concept was first proposed in a December 2024 letter from Sheriff Marshak and publicly introduced in April 2025. The county executive said the facility would offer consistent, collaborative training for new recruits and continuing education for current officers, serving more than 5,000 regional law enforcement officers. He said the project is funded by a $50,000,000 state grant and will be sited centrally in the region.
The county executive asked to introduce the intergovernmental agreement and requested council consideration at the August 11 meeting to join the cooperative for construction of the academy. He also said Saint Charles County had given final approval of their agreement, Franklin County had approved theirs, and Saint Louis County was scheduled to act the following day. Sheriff Marshak was described as a supporter who would answer further questions.
What happens next: The County Executive said he will present the full intergovernmental agreement to the council for consideration at the council’s August 11 meeting.
